Community Oriented Policing and Problem Solving (COPPS) Unit


In 1998, the Township of Derry Police Department obtained a grant from the United States Department of Justice Community Oriented Policing Office. The Unit is under the command of Sgt. Scott Shaeffer, a seventeen-year veteran of the agency.



The functions of the COPPS Unit are (1) to form Community Partnerships with the Department, and (2) to engage in Problem Oriented Policing. These two functions are the core components of the Community Policing Theory. According to the late Robert C. Trojanowicz, Ph.D., of Michigan State University, Community Oriented Policing "is being responsive to the public's needs and concerns and teaching them how to solve their own problems most of the time…of being responsive to those things they believe are important - not necessarily what we (the Police) believe are important." Simply, Officers attempt to organize the resources of the community, including the Police Department and other governmental agencies to reduce crime and address the needs of the community.



Among the programs currently being developed by the COPPS Unit are: Adult Citizen's Police Academy, Junior Police Academy Summer Camp, Operation Shadow (enforcement of school bus laws regarding passing), Cops in Shops as administered by Dauphin County and the Township itself, a graffiti eradication program, and many more. The Mountain Bike Unit rides black Raleigh F500 Police Specials, equipped with Vista Lite headlights and Shimano components. The Officers wear royal blue polo shirts and navy blue shorts/pants made by Olympic Uniforms, black sneakers and black Bell Helmets. The International Police Mountain Bike Association (IPMBA) certifies all Township of Derry Police Department Bike Officers as Police Cyclists.


The COPPS Unit engages in distributing, collecting, and compiling crime surveys of businesses and residents. Additionally, the Unit is responsible for Incident Analysis, Bike Safety, and Crime Prevention Programs within the Township of Derry Police Department.
